GPIS professor Richard Maass published “Legal Deterrence by Denial: Strategic Initiative and International Law in the Gray Zone,” in the Summer 2025 issue of the Texas National Security Review. The article examines the challenge of strategic initiative in gray zone competition, international law’s role in constituting the gray zone, and how a strategy of legal deterrence by denial can best undercut revisionist lawfare and help deter gray zone aggression.
